i'm not sure what is, now. if you mean changing the source and redistributing it under the name of another, yes, it's prohibited and my pandas here say i said it.
if you mean modifying it
at all for personal use, or for redistribution under your name for free if the original was distributed for free, i don't think it's prohibited. but since you're saying the exact opposite in the past three thousand posts i take it you're pretty sure of the contrary and stop arguing.
