I've heard of something like this, I think they tried to pass something along these lines, but it was generally accepted that it would be a waste of tax money to send people around testing how brown certain drinks were. The guidelines for caffeine are different here though, but don't think that's the reason. Can't check the bottle now as I just took it to recycling
