Server configuration does not allow access to this page

I've never had this problem in over 10 years online, am I being blocked by the site or is it something with my PC?

I use both IE and FireFox
It's not a firewall problem as I removed all of that sort of thing from my PC and still have the problem(403 forbidden)for this one site?
I'm thinking the site master blocked me by forbidding my IP address?

i get those alot when someting internally inside the site is misconfigured

Yeah. I'm pretty sure it's caused by a link that is linking to a page that no longer exists.
