They don't completely, but they have to be taken into account. If someone is looking for viking metal, then bands who write about vikings certainly must be considered even if they don't play the typical viking metal style.

Just gonna use this thread to ask a minor question. I've heard several people say Viking Metal itself isn't a real genre, regardless of if you think so or not, and without getting into a debate about it, what genre do people who feel it's not a real genre generally classify bands that fall into that category as?

Never heard of viking being trialed by water and burning naked is pretty much the epithome of a witch execution. :>
