If you read the manual in those calculators that shows 2 you'll see that they don't prioritize.

we have 48/2*(9+3)=48/2*(12)=48*(1/24)=2

its for sure 2

if we have a single number for a numerator for example 15/(12*x) we can make it
15*(1/12*x)

= 48/(2x9 + 2x3)
= 48/18 + 6
= 2.7 + 6
= 8.7

Apparently in the US you can really do whatever the fuck you want in maths, it's more interpretive like English.
