No, because if zombies light on fire, they become a hazard if the get close to you, and using a flamethrower will attract more attention and you'll only kill the zombie once his brain gets cooked. Go with the rifle.

Depends on how many there are. It would at least a few seconds to reload the rifle, and if there's a swarm of em around you, you're fucked.
