Yeah you can, but I think when you buy different guitars, they come with different default action (and I'm no good at things technically and don't know how to alter it :P).

I think also maybe, some guitars are better set for higher action and others lower?

Alot of "shredders" guitars have a really low action and guitar like a slide guitar have a high action.

You just have to lower the saddle (Which isn't always easy, because you will generally get string buzz if you fuck it up)

Some guitars dont take kindly to low action, others do. Its just in there nature I suppose. There is nothing wrong with a strat doug.

Im not a fan of strats. Even though I have a strat shaped guitar, Id rather spend 2-3000 on a guitar that DIDN'T look like a strat.

If I bought an ESP Kai Hansen you would do the same thing. And he said he want's a new guitar that will look cool which I am assuming with his whole musical kinda thing he has got going now he would want it to be a bit out there and entertaining. Something that screams Rock n Roll Sunshine. A strat does not, it is the most generic shaped guitar ever, hence, boring.

Red & White are my favourite colours and I love the look of a Strat, so the look of that guitar excites me heaps

I just wanted to know if it's a good guitar for nice smooth fingerwork high up... tapping and the like? It looks like it has the nicest neck mmmm... but looks can be deceiving.

Strat's feel like strats. If you go for an original one it shouldn't be too bad, seeing as the quallity of the neck joint shouldn't be too bad. As for playablility, they are no Jackson/ESP shredder, nor are they a "tree trunk" neck like a Les Paul, so it's all up to what your personal preferance is really. If you're a huge Maiden fan, go for it and you probably won't be dissapointed.
