I don't think so, so it's funny that people have actually been discussing that as something that might happen. It would be interesting to see this actual email to understand what was meant by "offering downloads". The closest thing I can think of is metalhit.com. They've long been a digital distributor for low-level metal bands/labels. Meaning they actually package up albums into a digital form and make them available on iTunes, etc. Years ago, they also offered these downloads for sale directly from their own website, using their own payment and download system; I think the prices may have been a bit lower than going through iTunes, but I don't remember exactly. I just checked now, and apparently at some point they stopped doing that and have switched to using Bandcamp to manage the sales/downloads. So yeah, I'm pretty sure there's no model there anymore.
