I have heard that I need to make sure I am recording into reaper at somewhere around -10db, but I can't find anywhere that gives me that information....I see a little thing on my active track that shows a bar and says something like -2, but adjusting the input volume does not change this number....

When you arm recording on a track, the level meter in the mixer should reflect your input volume.

Yes, when you arm for recording your meter level will turn orange, that's your input level.

When you play, the meters are going to top at a peak level. Click them and they'll reset, you'll be able to see how hot you're recording.

+1 to all said above. I just arm my track and tweak the gain on my interface till its right.

You sure you have the correct Audio Device settings enabled?
