Hi guys as the tiltle says how can I achevie the fade in effect on vocals at 0.15

there's more than a fade in..
it's like something as a reverse effect that I don't uderstand

It's a reverse reverb. It's pretty simple to do, you just need to cut a piece of audio, a single word or a held scream will work fine but usually you just grab the first word from the line that will be directly after the reverse reverb. Then just paste this to a new track, reverse it, apply reverb destructively (i.e. via audiosuite or rendering rather than as an insert effect) and finally reverse it again. Done :)
 
I forgot to mention, you'll want to have some empty space left in the audio file before the word starts, just so there's time for the reverb to fade in. The best way is to just duplicate the whole vocal track, do the reverse reverb processing to it and then just delete the parts you don't want
