State dependent learning. They assumed most University students are doing their studying while hungover, so they figure it would be best if you write the exam hungover, too. Unless you crammed for the exam on St. Patty's while drunk, in which case you should also write the exam while drunk.

Yeah, I had a nice relaxing 4-day weekend in Banff. Did a little skiing, hot tubbing, and partying. Now a gruelling 3-day work week before another 4-day long weekend for Easter. Life is rough.
