I was poking through our one-of-a-kinds and stumbled on a disc that really sent me into a 1994 time warp. The band was called Time Being. Based out of Virginia it was a bunch of guys at James Madison University that had a penchant for prog rock. I actually found a copy at Tower Records in Manhattan and then tracked the band down and used to sell copies for some time.
Definitely would scratch the neoprog itch - not in a British way. It has an American flavor. Songs tend to be short but have all the prog elements in place. Kind of like Todd Rundgren's Utopia crossed with Yes.
