No idea about what tier so I won't even attempt it....
Many have already mentioned these but.....
Saxon
Tiamat (odd-ball obviously)
Mystic Prophecy
Karnivool (yep, I'm probably waaaaaaaaaaaay in the minority here)
Saga (but the recently-departed Michael Sadler would need to be involved in some capacity; special vocalist for a few songs or something)
Korpiklaani (definite oddball here and yeah they've toured recently but damn they are so much fun live!)
The Gathering (but ideally Anneke van Giersbergen would be inolved in some capacity here too especially if tracks from "Mandylion" and "Nighttime Birds" are played)

Nah man, I wouldn't be mad about that. I merely said that based on actual probability of them being fit into that slot, and not personal taste (though I still think Freedom Call is the most generic power metal band in the whole world, hahaha)However, had you put Freedom Call in your 1st tier list and Matos anywhere below, THAT WOULD BE WAR!!!!!!!

A New Tomorrow
It would get Andy, Al, and Steve together in one place. Maybe for 2012 to see if the various new incarnations can keep their respective crap together? I don't know if A New Tomorrow would actually fit, but PQ and Arthemis would definitely. And with Chity, Steve and Andy in one place, some Civilization One stuff could be cobbled together.

They are very generic but what power metal isn't
And here I expected someone to say something about Arch Enemy. The bad part is the more time I spend in this thread the more bands I can think of, like Edenbridge or ReVamp.

Now we're talking first tier bands. If only everyone had the same common sense when picking them (as opposed to thinking for a second "Is this band really headliner caliber?"), as opposed to saying "OMG FALCONER AND REVAMP SHOULD HEADLINE!"

I'd soil myself if Arch Enemy played, but I don't think they're the right band for the festival unfortunately. Too many would be put off by the vocals.

Well, when you compare them with some choices of headliners (Anubis Gate, Revamp, etc), your picks are pretty accurate.

I am not saying first tier are headliners...I am saying I would LOVE to see them...with second tier meaning "it would be cool to have them here, but I aint pissing myself if I read that announcement"
Within Temptation/Pretty Maids would come in as a headliner, no doubt..
Dead Soul Tribe/Psychotic Waltz have multiple albums and cred so I could see them as a second slot
Anubis Gate and Revamp deserve a second or third slot (In that order, as Revamp only has one album, but DOES have FJ)
My second tier bands would be openers--even though a couple have more than one album, they are a bit lesser known IMO.
